Next Wave Testimony - Dave Whelan - Crane SSM Govt. Eng.

As a Navy civil service employee responsible for technical operations of a major Military Sealift Command (MSC) shipboard security system, I am responsible for assisting with the issuance and oversight of a task order outlining complex engineering tasks. Next Wave Systems is a new start-up Indiana small business that recently engineered solutions to several of the more technical tasks addressed in the task order. Next Wave was recognized and engaged by the prime contractor after realizing that a significantly higher level of proficiency and experience was necessary to meet specific task order requirements. Next Wave provided end-to-end IS solutions and support by applying a diverse range of technical expertise and in-depth domain knowledge. The company's strong base of software professionals were prepared for any challenging/complex assignments. Next Wave's complimentary manpower resource provided MSC with a succession of accomplishments by applying highly skilled professionals capable of handling all tasks at the various skill levels defined in the task order. Next Wave's business practices are characterized by sound decisions and instinctively followed project development policies. Projects go through systematic and well designed phases such as sound development methodology, meticulously planned project management and execution procedures, and testing and QA procedures to ensure the best outputs. As a member of the Defense Acquisition Workforce, it is with great pride to have been involved with the efforts of Next Wave that resulted in superior support to the Warfighter, system process improvement commensurate with Crane's Continuous Improvement goals, and reduced life-cycle costs.
